NHS-FPX6008 u03a1 - Developing an Implementation Plan Learner: Elizabeth , Foster

OVERALL COMMENTS Hi Elizabeth,

As the last assessment in this course, you were asked to develop a 6–7 page implementation plan for the initiative

you proposed in Assessment 1 that includes a budget, organizational impact analysis, and strategies to ensure the

initiative will remain viable.

Your hard work is evident. However, some criteria need further development.

I noticed several inconsistencies in your initiative plan... providing care in the clinic, inpatient beds, emergency

rooms, and ICU. There is also mention of addressing chronic health needs and providing acute care.

I would like for you to schedule a session with the course tutor prior to your next attempt. This information is located

in the course announcement.

Please look at each criterion section below for my comments that provide additional assistance for continued growth

and highlight your revisions on your next attempt.

Thank you,

Dr. Aclin

RUBRICS

CRITERIA 1

Create a budget for expected costs and earnings over the first five years of a proposed initiative.

COMPETENCY

Analyze the effects of financial and economic factors (such as cost-benefit, supply and demand, return on

investment, and risks) in a health care system on patient care, services offered, and organizational structures

and operation.

NON_PERFORMANCE:

Does not create a budget for expected costs and earnings over the first five years of a proposed initiative.

BASIC:

Creates a five-year budget that overlooks key costs and earnings inputs that should be reasonably

expected.

PROFICIENT:

Creates a budget for expected costs and earnings over the first five years of a proposed initiative.

DISTINGUISHED:

Creates a budget for expected costs and earnings over the first five years of a proposed initiative, and

identifies assumptions on which the budget is based.

Comments:

Budget is proposed. However, there are inconsistencies in the initiative plan causing the costs and revenue to

be unclear.

Is this an inpatient or outpatient clinic? If you are adding 50 inpatient beds, what about capital costs for

construction and expansion?

Are you hiring new staff or training current staff? You estimated 25 healthcare professionals would be needed.

There is not allotment for training in the budget.

There is also mention of a transport service that is not included in the budget.

Please include the five-year budget data in a table or chart. This is an important consideration when

communicating with key stakeholders.

CRITERIA 2

Create an implementation plan for a proposed initiative that enables achievement of quality or service improvements in an ethical and culturally equitable way.

COMPETENCY

Develop ethical and culturally equitable solutions to economic problems within a health care organization in an

effort to improve the quality of care and services offered.

NON_PERFORMANCE: Does not create an implementation plan for a proposed initiative.

BASIC:

Creates an implementation plan for a proposed initiative that overlooks important considerations that can

jeopardize a successful roll-out.

PROFICIENT:

Creates an implementation plan for a proposed initiative that enables achievement of quality or service

improvements in an ethical and culturally equitable way.

DISTINGUISHED:

Creates an implementation plan for a proposed initiative that enables achievement of quality or service

improvements in an ethical and culturally equitable way. Provides clear, insightful collaboration and

facilitation strategies to ensure success during and after implementation.

Comments:

There are inconsistencies in the initiative that impact the implementation plan. Who are your stakeholders?

How will you work with relevant stakeholders to ensure that your economic initiative is implemented

successfully and sustained? How will the clinic be communicated to patients? Is there enough time to hire and

train staff before the clinic is set to open? How will you ensure that the desired quality or service

improvements your economic initiative will achieve are on track during and after implementation?

CRITERIA 3

Analyze the impact of a proposed initiative, once implemented, on other aspects of an organization or care setting and ways in which negative impacts could be mitigated.

COMPETENCY

Analyze the effects of financial and economic factors (such as cost-benefit, supply and demand, return on

investment, and risks) in a health care system on patient care, services offered, and organizational structures

and operation.

NON_PERFORMANCE:

Does not describe aspects of an organization or care setting affected by a proposed initiative, once

implemented, and potential negative consequences.

BASIC:

Describes aspects of an organization or care setting affected by a proposed initiative, once implemented,

and potential negative consequences.

PROFICIENT:

Analyzes the impact of a proposed initiative, once implemented, on other aspects of an organization or

care setting and ways in which negative impacts could be mitigated.

DISTINGUISHED:

Analyzes the impact of a proposed initiative, once implemented, on other aspects of an organization or care

setting and ways in which negative impacts could be mitigated. Identifies relevant contextual factors, key

uncertainties, and/or underlying assumptions. Ensures the proposed mitigation strategies reflect an astute

assessment of negative consequences.

Comments:

Analyzed the impact of the chronic illness service on care delivery. Suggested opportunities to improve

efficiency and workflow in other areas of the organization. Good work! To move to the distinguished level,

please include more detail regarding improved workflow and staffing.

CRITERIA 4

Explain strategies for ensuring that a proposed initiative can remain a viable asset to an organization or care setting in the face of dynamic environmental forces.

COMPETENCY

Develop ethical and culturally equitable economic strategies to address dynamic environmental forces and

ensure the future security of an organization's resources and its ability to provide quality care.

NON_PERFORMANCE:

Does not outline strategies for ensuring that a proposed initiative can remain a viable asset to an

organization or care setting in the face of dynamic environmental forces.

BASIC:

Outlines strategies for ensuring that a proposed initiative can remain a viable asset to an organization or

care setting in the face of dynamic environmental forces.

PROFICIENT:

Explains strategies for ensuring that a proposed initiative can remain a viable asset to an organization or

care setting in the face of dynamic environmental forces.

DISTINGUISHED:

Explains strategies for ensuring that a proposed initiative can remain a viable asset to an organization or

care setting in the face of dynamic environmental forces. Clearly articulates perceptive contingency plans,

based on realistic, logically deduced risks.

Comments:

Discussed the impact of environmental factors on how patients access healthcare. However, more detail is

needed regarding specific strategies to ensure the viability of the chronic illness clinic. How many patients

need to be seen to justify the costs of operating the clinic? How will this data be collected and analyzed?

Consider uncertainties and ways to mitigate negative impacts.

CRITERIA 5

Justify the relevance and significance of quantitative and qualitative economic, financial, and scholarly evidence used throughout an implementation plan to support recommendations.

COMPETENCY

Justify the qualitative and quantitative information used to guide economic decision making to stakeholders

and colleagues.

evidence used throughout an implementation plan to support recommendations.

DISTINGUISHED:

Justifies the relevance and significance of quantitative and qualitative economic, financial, and scholarly

evidence used throughout an implementation plan to support recommendations. Presents a persuasive

argument strengthened by explicit evaluation criteria and a perceptive interpretation and synthesis of the

evidence.

Comments:

Some of the evidence supports the initiative. To move to the distinguished level, please address the above

criteria.

Write concisely and directly using active voice.

COMPETENCY

Produce clear, coherent, and professional written work, in accordance with Capella writing standards.

NON_PERFORMANCE: Does not write concisely and directly using active voice.

BASIC: Writes passively, with a tendency toward wordiness.

PROFICIENT: Writes concisely and directly using active voice.

DISTINGUISHED:

scholarship.

PROFICIENT: Adheres to the rules of grammar, usage, and mechanics.

DISTINGUISHED:

Exhibits strict and nearly flawless adherence to the rules of grammar, usage, and mechanics.
