Describe action or planned challenges
Line item budget
One of the planned changes in the police department of Kelsey is to introduce a line item budget. The line item budget gives a detailed example of where and how the money is being spent.
This gives the greatest insight on where we can save money and in return what areas can have the greatest effect with additional funding.
When the city is having trouble finding funding for departments that are equally as important as the police department, these budgets will also help find money from other departments that can be used for the police department (Dunham, & Alpert, 2015).
The line budget can be defined as a budget where financial statements are put together based on the various departments and helps to show comparisons between the financial data for previous years and the current financial data

Community Policing
In essence, citizens of Kelsey act as the “eyes” and “ears” for the police officers twenty four hours a day, seven days a week.
Creates a rapport and trust between the citizens we serve.
Community policing means police become part of the neighborhood. This helps police get a better sense of resident's needs and helps residents to develop greater trust in the police.
By getting the community involved, the police have more resources available to them to help in crime prevention.
By familiarizing themselves with the members of the community, officers are more likely to obtain valuable information about criminals and their activities.
Addressing crime is a major aspect of Kelsey city and this will need the implementation of strong community policing in the best manner possible. Community policing means police become part of the neighborhood. This helps police get a better sense of resident's needs and helps residents to develop greater trust in the police.

Internal stakeholders responsibility
All internal stakeholders are connected with each other and affect each other. Their responsibility is to properly prevent crime, arrest the suspects, and enforce the law by holding offenders accountable for their actions. All these stakeholders individually must do their job, to earn the trust of the community they are serving.

When crime occurs the victim is impacted and the media is also impacted when reporting the crime. Those who received the information from the media reporting the crime are impacted as well. The general public is effected from laws that are passed.

Communication Strategies
Communication is key in any setting and the way the communication is delivered is even more important.
Once the strategic plan is formulated that’s when communicating the plan comes into play internally.
This should be done in a formal meeting type setting with everyone in the police department and lead by the number one ranked officer.
To follow the meeting training classes can be implemented to assisting in the planning processes if needed.
