Chapter 2

The Cradle-to-Prison Pipeline

  • The Cradle-to-Prison Pipeline (CTPP) is a term that acknowledges the barriers that produce inequality.
  • The CTTP is the result of societal factor that affect students of color, those living below the poverty line, those who require special education, and those whose first language is not English.
  • The policies that affect children from these groups too often treat them unfavorably.

  • The United States has the world’s highest incarceration rate.
  • Incarceration is not distributed equitably across the population.
  • Although people of color represent 30% of the U.S. population, they account for 60% of the prison population.
  • Poverty influences these statistics.
  • People who become incarcerated earn substantially less than their peers who do not go to prison.

The Cradle-to-Prison Pipeline and Schools

  • Urban schools are underfunded.
  • Most students in these schools are students of color.
  • Many urban schools have dropout rates between 50% and 70%.
  • Academic failure is closely linked to dropout and future incarceration.
  • Many states have passed laws that make it easier to try juveniles as adults.

Root Causes of CTPP

Out-of-school factors

  • Lack of geographic opportunity and unequal access to services.
  • Inequitable funding policies.
  • Experiences and trauma.

Root Causes of CTPP

Inside-of-school factors

  • Zero tolerance policies.
  • Subjective teacher and administrative practices.
  • Lack of educator preparation in understanding race and class.
  • Criminalization of school facilities.
