The group theory begins with the proposition that interaction among groups is the central fact of politics. Individuals with common interest band together formally or informally to press their demands on government. According to political scientist David Truman, an interest group is a shared-attitude group that makes certain claims upon in the society; such a group becomes political " if and when it makes a claim through or upon any of the institutions of government.
Schools administrators are required to continuously exercise their discretion on a variety of matters that affect schools, teachers, children, and communities. In spite of this reality, not much study has been done in this area. Discretion permits and demands flexibility when considering individual circumstances (Davis, 1969). I agree with Davis, the ability to choose between options is at the core of discretion. The inherent problem with using discretion is that it may result in both positive and negative outcomes. (Davis, 1969).
Following the mass shooting at Stoneman Douglas High School in Parkland, Florida on February 15, 2018; growing attention has been given to the protection of students and faculty at all schools.in my opinion, the greatest and most frequent injustices occur at the discretion end of the scale, where the rules and principles provide little or no guidance. The emotions of deciding officers may affect their decision. Politic and favoritism may influence decisions; the imperfections of human nature are often reflected in the choices people made.
Parents are often discouraged when they attempt to communicate with central office administrators and school board members and are sent back to building-based officials in order to resolve a problem their child may be experiencing in school. To prevent that frustration, parents can become informed about the “chain of command,” or where to begin the communication sequence regarding their problem or concern.
Many parent and community questions are easily and completely answered by communication directly with the educator in charge of the class or program. Each situation should be first addressed at whatever level the initial action was taken with appeals moving on to the next level on the chain of command. The easiest way to communicate is via e-mail, and a phone call is the next preferable way. Contact information such as e-mail addresses and phone numbers can be found on the district website.

School shootings like those in Parkland, Florida and Connecticut feeds the growing public fear of school violence; leading to the rapid implementation and expansion of numerous school safety and security measures; such as, the use of high-tech security devices like metal detectors, surveillance cameras, student-driven peer mentoring programs, school resource officer programs, and punitive zero-tolerance policies for a disciplinary infraction.
In some states, like Washington and Delaware, there are school safety protocols that are rarely used if at all. In other states, they have become a standard classroom-management tool. Last year, South Carolina school disturbances was the second-most-common accusation leveled against juveniles in South Carolina, after misdemeanor assault. An average of seven kids were charged daily during school sessions.
School safety officers in the United States (also known as school police officers or school liaison officers) typically are employed by a local law enforcement agency and assigned to work in a school or schools. They perform traditional law enforcement functions like patrolling school buildings and grounds, investigating criminal complaints, handling students who violate school rules or laws and trying to minimize disruptions during the school day and at after-school activities.
In conclusion, further research is needed to evaluate the uses handcuffs in elementary and middle school. However, there are some valid and practical reasons to suggest the need for school security officer and metal detectors in elementary, middle school and high school.
