Subject: Attachment A justification for Lighting Contract C003410

This contract will maintain roadway lighting and sign lighting along our Parkways.

If we are not able to maintain the lights and associated equipment significant

Safety issues will develop.

The lights will begin to go out and we will not have the ability to replace and

repair luminaires, knocked down lighting poles and underground electrical power

cables.

Since this provides lighting to the roadway we will start having dark

sections of roadway. This is an issue especially on our Parkways which

have a curvy alignment. These roadways would become extremely dark due

to the buffer of trees and lack of adjacent lighting sources. In

addition, our road signs which indicate to motorists where exits are and

other guide and regulatory information would not be visible as the light source

that illuminate them would not be maintained. This could lead to

driver confusion, erratic maneuvers etc. resulting in possible vehicular

incidents.
