To conduct reliable public communication that would influence the adoption of better ways of life.
Develop people’s skills and competence while conducting various tasks in their routine lives.
Help the public establish ways of taking advantage of the available opportunities.
This plan intends to develop a reliable public communication that will improve people’s cognitive ability, with the aim of influencing them to develop other life skills and competencies that would help them lead a better life and take advantage of the available opportunities (InZhao & Xiangyu, pg. 950).

Issues to be addressed
The mass education program will;
Inform the public on the issues which may negatively impact their cognitive abilities such as drug use, ignorance, and negligence.
Focus on developing measures that would enhance the information held by the public to facilitate the proper performance of critical activities (Milleret-Raffort & Françoise, pg. 68)
Help members of the public unlock their un-active potential.
This plan will inform the public on possible issues that would hinder their cognitive ability from effectively conducting constructive activities such as drug use, ignorance, and negligence. For example, the plan will promote the creation of better working environment with the aim of facilitating proper mental health among the employees since this affects their performance and their ability to concentrate on the delegated duties effectively.

Mass media and Social media platforms
Educating the masses through mass media and social media platforms will effectively curb the habits that inhibit effective cognitive capability.

Advocating for the establishment of the counseling programs and influencing governmental projects aimed at improving the previously marginalized groups in the various communities would effectively improve the economical production of once poor individuals.

Mass education programs should:
Promote public participation
Emphasize on the importance of cognitive ability.
Address challenges which can inhibit proper establishment of relevant programs.
In conclusion, it is essential to realize the potential of cognitive ability within members of the public since, through self-awareness, individuals can participate actively in the socio-economic programs in society. Further, establishing public awareness programs would avail necessary information on the importance of cognitive ability.
