I would start with the second part of the question with regards to the update and maintaining the framework. This would imply they have taken the steps to begin and implement a framework. This by itself could be a daunting task and the framework was implemented for a reason, perhaps to be affiliated with the federal government. Failing to update the framework and maintain could result in the loss of business with the federal association.

Returning to the first portion of the question and the failing to implement. I would foresee a few drawbacks. While the framework is voluntary for the private sector the framework would increase security and trust in consumers. A 2014 report by Tom Coburn revealed the government was the target of approximately 48,000 attacks, and uncovered private organizations only detected 40 percent of their attacks (Lino, 2015). The attacks have greatly increased since 2014! The other motive would be the requirement of a framework to join the federal association and commerce. Extra security and the federal money; win-win.
