French Revolution

The French Revolution exploded in 1789; it was partly inspired by the American Revolution.

Americans gave the French their moral support during the moderate stage of the Revolution.

However, when the French Revolution became more radical, and the executions began, including that of King Louis XVI, American public opinion changed.

French Revolution – Hamilton and Jefferson

Hamilton despised the violence and the social disruption of the French Revolution.

Jefferson admired France's republican revolution, saying, 'We are not to expect to be translated from despotism to liberty in a featherbed.' (In other words, some people will get hurt when you implement major political and social change.)

Washington maintained US neutrality.

Edmund Genet

During the radical phase of the French Revolution, the countries of Austria, Prussia, Spain, Holland, and Great Britain.

Genet served as French minister to the US in 1793

When he came over, the first thing he did was to look for recruits who would fight for France.

He also brought British ships and was commissioning privateers.

This behavior caused President Washington to be recalled back to France.

Genet ended up staying in the US – he received a letter that he would be guillotined in France if he returned.

The US granted him asylum.

Great Britain

The Treaty of Paris of 1783 officially ended the War of Independence between the colonists and the British.

Still, the British did not live up to their end of the treaty.

There were also tensions about the French Revolution.

Jay’s Treaty

Supreme Court Chief Justice, John Jay, negotiated with Britain.

The treaty got the British out of the Northwest Territory within two years, and provided America a right to trade in the West Indies. 

Many felt that it gave too much to the British, including British not giving up support of Native Americans and allowed Britain to remove French property from American ships

Treaty of San Lorenzo

Negotiated by Thomas Pinckney, America's envoy to Spain.

Agreement allowed American settlers the right to deposit their exports in New Orleans and to engage in commerce in the city.

This was important to the 100,000+ people who lived in Kentucky and Tennessee and to the thousands of settlers who lived in the area that is now Ohio.

Spain recognized the southern and western boundaries of the U.S. The treaty allowed the U.S. access to the area now known as the states of Mississippi and Alabama.
