3. Identify the “stakeholders” such as:  beneficiaries of the policy, sectors that will be adversely affected, public agency and administrators implementing the policy, 
4. For existing policies, briefly describe the effects of the policy (success or failure or mixed results?) For proposed policies, forecast the future effects of the policy.
5. For existing policies with sufficient historical record, analyze success or failure or mixed results of the policies.
