Simple proposing a solution essay

In our university's gym (California State Unniversity, Fullerton). we have lack of equippments, so that students have to wait for too long to use the tools that they need, which is a waste of time, and does not result in a healthy excersise. Please Define the problem and propose solutions as demanded in the attachments.
