Assume that the state of Missouri enacts a law which provides that the death penalty is abolished in Missouri and additionally makes the apply in a retroactive manner to all individuals currently on death row. Is this law a constitutionally prohibited ex post facto law under the relevant test suggested by the supreme court? Why or why not/Explain fully.
