Problem

I have to build a reserch paper and it has to be very narrow so for the first part i need a problem stated.  The topic can either be gun control or use of force. I only need 7 sentences and it has to be very very narrow.  For example if it is the use of forces it has to be narrowed down to like the use of force by tazer, baton, or etc.

Again I only need 5- 7 sentences
