2-   I think each organization is going to have a different way to measure their effectiveness.  Based on what their own goals are and how their mission relates to society will determine how they measure their own success.  What may be a great way to measure for one organization isn't going to be the best for every organization.  Different organizations have different goals so I think the measurement should be done based on how effectively they are meeting their goals and impacting society.
