Assignment and Group Discussion

Until very recently, the focus of mental health treatment and services has been on those for children and youth with the most severe problems, those with SED.  The public health model focuses on the needs of all children.  Given limited resources, which approach do you support the most and why?  If you choose both, how would you apportion funding so that children/youth needs are met?  Provide a couple of citations to back up your initial discussion.  Citations can be media (popular press, magazines, etc.) or scientific journal articles.
