Mercalli scale

How do I use the Mercalli scale for this answer. 
Earthquakes energy is based on the log scale. So a 4 means
10^4 = Energy for a level 4 Earthquake = 10,000
10^8 = Energy for a level 8 Earthquake = 100,000,000
100,000,000/10,000 = 10,000
