Second Essay

The four readings address basic issues associated with how to study the implementation of public policies or programs: 1) The relationship of politics to public policy; 2) Whether and how to address cooperation usually between or among different government agencies or departments; 3) Uncertainty (what we know and don’t know), and 4) Bias associated with evaluating public policies or programs.

In your essay discuss these four parts that make up the study of implementation. Discuss each but, at the same time, show how they are inter-related.

GUIDELINES FOR THIS ESSAY

1) Your essay should be a minimum of six typed pages (double spaced)

2) Do discuss the readings as part of your essay. In other words, I do want you to comment on what you think of the readings and why
