Help completing Software construction tools and techniques

In the attached document I need Section 7 tools and techniques completed. What is needed is a description of the tools and techniques used to make the changes to the Tin Can API and the Web Services APIs recommended  in section 5 along with a class diagram showing how the change would affect the overall structure of the Tin Can API and the Web Services API.
