Financing

Federalism and Intergovernmental relations are dominated by one key factor in the U.S: Financing.  Identify at least two methods that state and local governments can gain financial resources from the federal government.  Then discuss whether you think it is good or bad that states and local governments increasingly receive funding from the federal government.
